I am able to add a hyperlink to my sheet when my photo is located on my local drive, is there a way to share the file to someone else with the hyperlink and have them be able to pull up the same hyperlink to the pdf?
You can store the file in a shared folder and then link to that folder.
You can also upload any photos to a cloud based location, Google Drive, OneDrive, etc., then hyperlink to that website.
