Do the scroll bars narrow because of a Windows feature, or is it coded by Bluebeam?

Signing and stamping engineering drawings
Have the signature and stamp have an ability to save the parameters, so when I sign and stamp it automatically goes to the location, I want it. Now, I have to set the attributes, and move the signature block and the stamp every time. See attached for picture.

Window Grips
Changing the size of windows in Bluebeam is difficult. Please reduce the sensitivity of the ability to grip the edge of a window to stretch it. Better still, place a small triangle grip in the upper corners to all easy adjustment of a window in two directions.
