While you can lock markups, anyone else can unlock and edit them. You could flatten the markups, but then they disappear from the Markups List, which makes it difficult to pinpoint every change to the file that was made.
It would be great if there was a type of locking permission (similar to the "do not allow unflatten markups" when flattening) that would allow you to send your marked-up file without worrying about other people making edits to them while also allowing those people to clearly and quickly go through the markups to see what changes were made.
This is something my team would love as we currently just flatten, but some files are hundreds of pages, and the person receiving our review needs to go through every single page even if we made one small comment.
