Keyboard shortcuts don't work in many PDF's

Typically I have no issues using keyboard shortcuts in a PDF. But too often I find myself unable to invoke any commands via keyboard shortcuts in a PDF; I have to resort to using menus and toolbars to invoke the commands instead. What is going on here? Is there some kind of a lock of these PDF's?

Yes, correct.

If they are working from the toolbar but not the shortcuts, it's not the file, probably something in your profile. Try to reload your profile first, then if no change, might be time for a full re-install.
