What may prevent the eyedropper tool from working?

I have BluBeam Revu 21(21.2.0.1883) deployed on many machines virtual and physical. For some reason the eye dropper tool will not work on any of the machines. I have gone through the article related to security and color modes but cannot come up with a solution. They eyedropper will not work even on a blank document where I add color and then use the eyedropper to grab that same color. These are premium licensed. What could be causing this?
