"Detached View" Sync for MultiView

In some of our users' workflows, it would be useful for some documents to be able to have an additional option for MultiView synchronization to essentially allow the views to be independent/free to move within a page, but synchronize moving between pages.

Currently, both Document and Page sync will keep either the exact page index or relative page index synchronized (respectively), but also updates changes to views' positions on the page(s) in question. Perhaps this could be a separate, persistent checkbox/setting for the Sync Views toggles? The best idea for a name is something like "Detached Sync" or "Allow Independent Views within Sync"

The current workaround is to leave document views independent and then manually change the pages (e.g. using PG Up/Down) for each view. The downside being that this is manual, and for page reloads this delays the reload until the user manually changes the view for that specific view. For some of our users' workflows with large page sizes with smaller elements, this can become cumbersome to use multiple split views.

Alternatively, being able to "freeze" a view's focus (e.g. left-right position for a vertical split or top-bottom position for a horizontal split) would still accomplish some of this desired workflow, in case that is helpful. In my head it seems similar to how this can work with a table/spreadsheet in Excel, for instance.

I see this being helpful especially for field access to certain types of drawings, where it could be useful to keep a label/axis/scale in view while manipulating a zoomed-in view elsewhere on the document page.
