Correct - the answer is False! But Layers can be added to a PDF before it's uploaded to a Studio Session!

Is there a reason that layers are not allowed to be added once inside the studio session, or is this a fix that we can expect in the future?

I'd go with False.

Once a PDF is already in a Studio Session, you're limited to markups and collaboration. You can't add layers (or make other structural document changes) until the PDF is taken out of the Session, edited, and then uploaded again
