Anyone else having an issue with visible layers resetting?

I have an ongoing issue where my visible layers reset after using the undo tool and I'm wondering if anyone else is experiencing this?

Basically, I have various layers turned off when I am marking up but, after placing a markup incorrectly and then using undo all of the layers are turned on.

So I then have to go into the Layers panel and reset them again. I can't really set up different saved configurations as the layers that I want turned off changes quite often.

I'm not having that, but some of my coworkers have run into an issue where they use the snapshot tool and then hit undo and all raster images on the pdf disappear. it's pretty wild to see and I have no clue why it happens (yet). hopefully you get an answer and it gives me a clue as to how to help these guys.
