Customize or synchronize arrow directions with callout arrow directions

The arrow markup tool draws the arrowhead in the opposite direction compared to the callout markup tool.

i.e., the arrow tool draws the arrowhead where the line ends, and the callout tool draws the arrowhead where the line begins.

This is confusing and I always guess the direction incorrectly. Can the direction of the arrow on either of those tools be changed or made configurable?

You can change the direction of the arrow in the properties.

If you are asking to change the system settings so the first click of an arrow is the point, draw the arrow, change the properties so the point is on Start, and nothing is on End. Then right-click and set as default.
