Different Pages, Different Scales

Good afternoon,

I'm dealing with plans where every page is a differant scale. When I switch the scale on a differant page, it changes qunatities for all pages. I tried using viewports but it won't show me the total rollup on the bottom of the whole project. Any ideas?
