Currently, if you have a markup selected and right click you can assign a layer to that markup, which is very handy.
This suggestion would allow to be bring up a similar Layer menu when right clicking in your document without a markup selected. From this menu you would be able to turn layers on or off, without having to navigate to the layer panel. A bonus would be to have the option to "isolate" a layer from this right click menu as you can on the layer panel. 😎
