Custom tools moving within the same toolbox when selected

I have a toolbox that is organized numerically by the markups label. Lately I have been having an issue where I will click on a markup and in addition to selecting it, it gets moved elsewhere within that same toolbox, sometimes by just a few spots, sometimes all the way to the top.

This toolbox has many markups in it, and it is very important for them to remain in their numerical order so they can be located quickly.

this is new.
I have noticed a bit of a lag in the toolchest with 21.6.1, but not anything moving around randomly.

@bblackhurst, Is this for all ToolChests, or just one? If its just one, perhaps it is happening in the "Recents" toolchest?

It is happening in all of my tool chests unfortunately. It does not seem to be an issue with the wired mouse I use. I created a new tool box today as well that experiences the same issue.
