Scripting / API for Studio Projects

One of the most time consuming things is setting up a project and setting the permissions for both the project and the folders. I would think that having scripting to automate the project setup for complex projects would increase the efficiency as well as consistency.
The case would be to set up multiple user groups, such as Admin, Engineer, Cost Controller and populate them with their user email addresses. Then populate a project with a set of folders and apply a list of project permissions (such as add file to session or full control) and folder permissions (Read, Read/Write, Hidden, etc). You could use an Excel File or CSV to provide all this information to set up the security structure.
