MAKE 'SNAP TO CONTENT' A FUNCTIONING FEATURE

I'm sure I'm missing something here, so anyone please help me. I make markups on civil plans that contain grids. Disabling or enabling the snap function seems to be a non functioning feature, as the measurement tool snaps to the nearest item, regardless of anything I've tried over the years. I'm tired of it.
HELP.

This is something so tiny, so small, such a solvable issue, I cant fathom how a software developer overlooks this, and I will take it to my grave how annoying it is to write this.
I'VE GOT TO BE MISSING SOMETHING.

    Hi Robb

    This might be long shot, but if you go to Revu / Preferences and under General got to Grid & Snap, uncheck every box there that has to do with the snap function. Does that make a difference? I know that there were some issues with this in an older version of Revu, but it should not be a problem in Revu 21.

    Thank you David, It finally works. Here is what I discovered:

    My snap setting in the General Preferences menu under Grid & Snap: the "Snap to Content" box was unchecked, and ALL of the "snap to -***-" boxes and options underneath this field were greyed out and unclickable, but still checked in every box, greyed out.

    This is an issue

    If I click "snap to content" to enable snap, thus enabling the boxes below to become active, I then have to uncheck those active boxes to deactivate them, and then unclick (DISABLE!) the "snap to content" box to, I guess, SAVE??? the functionality of the boxes I clicked below it, returning them to greyed out, defeating the exact purpose of the "Snap to Content" box? I still must be missing something, this is not user friendly, a child could determine this.

    Only then was my Issue solved.

    If I am just getting this whole clicking-boxes thing backwards, my bad.
    IT'S BAD UI DESIGN, REGAURDLESS.
