I would like to be able to set and edit keyboard shortcuts for the Set Status tool in Bluebeam.

Try clicking the Status settings icon and then Manage Status. To have your WWA Technical Review show up using Shift + 1, Shift + 2, etc…turn off the other Models.
With Review and Migration turned off, Test now shows up as my Shift + 1.

Alternatively if you use a free software like AutoHotKey or use a keypad/mouse that has programmable buttons on it you can bind the keyboard shortcuts to it. I have my completed status set to a single button on my mouse in that fashion.
