Pan works differently

I have some drawings where the Pan Tool (hand icon) works like this -

1)Left mouse button held, hand grabs whole drawing and moves it around. Mouse scroll wheel zooms in and out.

I have other drawings where it works like this-

2) Left mouse button held, hand grabs whole drawing and moves it around (same). Mouse scroll wheel scrolls whole drawing up and down.

I want the first scenario all the time. I can't seem to find any settings that change this.

I've searched the forum here and didn't find any discussion. Sorry if this has been talked about before.

This is usually Single page vs. Multi page navigation. Down in your bottom left you should see these buttons. Single page will zoom, multi-page will scroll.

If you want to get extra fancy with it, you can hold down CTRL to temporarily toggle between the scrolling or zooming methods.
