Automated license reclamation

I would love if there was functionality in the Org Admin portal to setup automated license reclamation based on a lack of usage, i.e. if a user has not used their license for 90 days the license is unassigned and returned to the spares pool. It would also be great if there was an email notification generated to advise of the auto-reclamation.
