Snap Will Not Disengage

Can someone please help with what seems to be a very simple question. I've turned off the "Snap to Content" button but my measurement tool still wants to snap. Every snap button is turned off. Grid is turned off. I just can't figure it out. Can someone help?

This may sound crazy @Troy M, but try shutting down Revu and re-starting it. When I find my session is getting wanky I take a break to shut down and restart the program and it often gets the gremlins to settle down…
