Session Attendee can't make markups after a specific page

I have a client who is trying to mark up a set but is running into a situation where they can't add markups after a specific page. The prior pages are fine, but past the specific page they can't add any more. They are the only user who is having this issue, and I haven't been able to find a solution. Have I missed a setting somewhere?

Does the user have the same license level as everyone else? Are they part of a User/Group under the Session permissions? If that set is moved to a different session or duplicated/renamed in the same session does the limitation persist?
