Some of the consultant drawings I receive have a protected scale and when taking measurement and areas it doesn`t show up in the markup list. Also the drawing is blued out.
Is there away around this

I almost think we need to do a pinned post on this as locked drawings are an ongoing issue.
You can always try asking the Architect for an unlocked copy. If that doesn't work follow the steps below.
The first thing I look for is to see if they allowed the drawings to simply be unlocked. Click on the Signatures Panel and have the Properties panel open. There may be a button that says Unlock Drawings.
Failing that, open the Thumbnails panel and see if you can extract the pages. If yes, extract all to individual pages. This has never failed me in removing the lock. EVER. Simply combine them back together if you like.
Lastly, you can open the drawings in your Browser. Then Print to PDF as @Vince French suggested. This can take a while and I have had some weird things happen with fonts, but its rare. Good luck

I like that @Doug McLean! Not had problems with locked documents myself but I'll certainly remember that should I come across any.
