The proposed functionality is as follows:

If a user does not use the application for 25 consecutive days, a notification should be sent stating:“As per our observation, you have not used the BlueBeam application for 25 consecutive days. If you do not use the application within the next 5 days, your full license will be revoked by the system.”
If the user still does not access the application by the 29th day, a second notification should be sent:“As per our observation, you have not used the BlueBeam application for 29 consecutive days. If you do not use the application by tomorrow, your full license will be revoked by the system.”
If the user remains inactive for 30 consecutive days, their license should be automatically downgraded by the system.

Great suggestion! This would work to both highlight Bluebeam to the user and "nudge" them to use it more, while also freeing up time on the admin side.
