How do you revise previous mark ups? I am unable to select and change any of them. I've tried unflattening and it doesn't work.
Capture Summary will be a report option if you use the Capture tool. This ensures non-Bluebeam users can get that data.
PDF Summary, a collection of all data on the document, can be obtained via the Markups List or Thumbnails Panel. It cannot be created with no markups/flattened doc.
Depends on how they were flattened, if the option was not checked to "allow for markup recovery" then the flattening is permanent. If it's absolutely necessary there may be work arounds to remove them. Any way you could share a copy?
I'm pretty sure it was checked. I'm new to this and it seems like that is a preset option.
I was able to unflatten via Document —> Unflatten. I've attached an unflattened copy with visible markups.

Yikes! I selected capture summary and now the whole drawing disappeared. I thought capture summary might actually mean a capture of the summary of mark ups.
I think I learned my lesson. Never select the flatten document button. I thought I was doing the right thing to save it, but I'm not sure why the unflatten document choice doesn't work. I can't find the summary drop down box you display either. I very much appreciate your help. There is a lot to learn.
