Combine PDF Include Bookmarks does not keep all levels

Currently the only way with Bluebeam to preserve bookmarks while merging pdf is to use the "Combine PDF" function and check the "Include Bookmarks" checkbox.

Unfortunately this keeps only two levels of bookmarks from the combined files. If the combined files contain more than 2 child levels all subsequent levels are lost.

This behavior is handled correctly by other PDF tools.
