I found that I am unable to snap to a markup line during manual alignment of documents in the Overlay Documents command. One of my contributors omitted the grid lines from the drawing set they marked up. I need to extend wall lines to intersect with other geometry so I can align my drawings. I added markup lines to snap to but find that even with the Snap to Markup option selected it doesn't snap to markup in the manual alignment window.
Have you tried flattening the markups you want to snap to? I don't know if that's necessary to get it to snap, but that would be my guess. I basically have mine set to snap to everything. Do your preferences have things like Snap to Intersections selected? One of those options might also do it for you. Hopefully someone more versed in these things can chime in with more certainty, but I wanted to give some feedback as soon as possible to hopefully get you back up and running.
In a pinch, make sure your Full-Screen Crosshair is selected - Revu Menu/Preferences/General tab/Options
When snap may not behave as you have set it too, usually based on data characteristics of the backgrounds, layers, or render Order of your overlays, the Full-Screen Crosshair will help you align objects across the composition.
Otherwise, I hope @bcostlow has given you the right answer.
