Are you able to make any markups? Can you use the "Length" or "Dimension" tools?
Think this thread was already flagged as answered. What you're seeing is a Viewport. Go to your measurements panel and towards the bottom is a viewports section. Remove any flagged as unnamed or untitled.
If you open a PDF and are prompted with something along the lines of "there are multiple untitled viewports" and then prompted to delete them, the answer should typically be YES. Just keep in mind that if you have a large pdf with many many sheets in it, this viewport removal step could take some time to complete. They can be removed individually, by page or by the entire document later if you want.

I was sent a drawing in Word format so I used the bluebeam pdf printer to convert the file type. The problem that I'm having is that when I open it to measure the normal navigation controls don't work and when you zoom in the drawing quality gets bad. Looking for any assistance anyone can provide. Thank you!

After my last update… When I add a Dimension to a pdf the extension lines are way to long. Sometimes putting them off the edge of the page. I have: set and checked scale checked dim line and text size any ideas….

This is a simple question. When I've 'Checked Out' a document in my BB Studio Project and added mark-ups, does it automatically Save when I 'Check In'? Or should I click save first, and then Check In?
