Cycle through markups under the cursor

When there are a large number of markups on a drawing, it can be hard to select the markup you want. It would be nice if there was an option to deal with this in a few different ways:
- When clicking on a spot with multiple markups, bring up a popup that lets the user choose which markup under their click they want to select.
- Or instead of a popup, the default markup is selected, but then a hotkey can cycle through all the other markups that were underneath that click.
