Set default layer for markups

Create a configuration option to set the default layer for markups. The option would create the layer if it does not exist and set it to be the default.

I was able to create a script to "add" a specified layer, but there is no command to make that layer the default. The user should not have to do all this work to get markups on the correct layer.
