With an architectural(any) plan, as I create a measurements most of the needed properties for a 3d model are there. From here you can allow a 3d view of measurements and export a BIM file.

Once adopted, subcontractors could provide a BIM for tender clarifications and as built via Bluebeam

You might be interested in signing up for Bluebeam Labs. They are working on 3D drawings. May not be exactly what you were looking for but it is at least adjacent.

Thanks for the plug @Luke Shiras ! @Nextakeoff you might also be interested in an upcoming lab test we are going to have for Connected Drawings which is a product we are prototyping that will allow users to integrate BIM models from Revit, Navisworks, or a generic IFC file with 2D drawings. These 2D "smart drawings" can then be viewed as a 3D model using the same technology as we were experimenting with in 3D Drawings. If you'd be interested we are inviting people to sign up now as the test will be kicking off soon.
