Improved Tab Navigation: Ctrl+Tab Functionality for Recent Tab Switching

Please modify the Ctrl+Tab functionality in Bluebeam Revu to mirror the behavior of Alt+Tab in Windows:
- Pressing Ctrl+Tab once should switch to the most recently used tab.
- Repeatedly pressing Ctrl+Tab should toggle between the two most recently used tabs.
- Holding Ctrl and pressing Tab multiple times should cycle through all open tabs in order of recent use.
Currently, Ctrl+Tab always navigates to the next tab to the right, which is less efficient for workflow management.
This change would significantly improve tab navigation and align with user expectations based on common Windows shortcuts, enhancing overall productivity in Bluebeam Revu.
