Fine control of objects with arrow keys

It would great to see ability for very fine movement of objects using the arrow keys and a modifier key. I've been wanting this since 2015.6. This seems like an obvious add.

I am referring to the way that other graphics software such as Photoshop provide fine movement controls via arrow keys.
