When you have a document open and split so you have (2) windows, is there a way for the tools to display with each window so you don't have to go all the way across the screen to get to the 1 windows tools?
Not really. If you open another instance of Bluebeam, you can have each document working in its own environment, and that would give toolbars for each "window". The problem is you can't really transfer things between the two instances.

I agree, to do what you are asking you have to have multiple instances of BB open for each file. It would be nice for those to be accessible on each window. The other option would be to provide a floating option for both tools and menu items. This would be the similar to the way they can detach in AutoDesk.
Yes I agree it would be nice to have this option.. It is nice having the other windows with minimal distractions, but could have the option to have toolbars as well
I see this is an old post but figured it would be worth mentioning @tmeadahc that it is possible to "Undock" the Tool Chest (among other panels). Simply left click on the tool chest icon and while holding the mouse button down drag the icon off to the side. You can now position the tool chest close to your where you are working.
This option is available for any of the "panels" (Tool Chest, Layers, Properties, etc.) and can be very useful when you want to have all of these panels visible at one time.
