My boss gave me a file to practice since I am new. When I try to set the scale it gives me this error message, and will only let me set the scale to one page at a time. Can someone please tell me what I need to do to fix this?
It looks to me like the file is PDF/A i.e. marked as archival and not immediately editable. You could try going to Revu→Preferences→Advanced→Archive as PDF/A then uncheck the box by "Open PDF/A Documents as locked." Re-open the file and see if that lets you edit it.
If that doesn't work, you may need whoever provided the file to save it differently for editing. It's possible there are other restrictions on the file that prevent editing.
Check what @Dan Phillips suggested first. If that's not it, is the file you're working on in a Bluebeam Session? That will give the same error. The drawing scale would need to be set prior to uploading it to a Session.

Thank you again for the support. After contacting support, they came to the conclusion that the file has an embedded signature that is preventing it from setting the scale to multiple pages.
