Rectangle Tool Not Working

Question

Just this morning when I try to draw a rectangle it fills in before I can size it. Then the sizing icons are well within the rectangle and I can't size it small enough. I use this for hiding parts of a drawing and it is now unusable. Is anyone else experiencing this?

Thanks for the reply but it is not behaving properly. The white rectangle is what you see within the black border in the image i posted. The handles for resizing are way in the middle of it.  The white box is very large and can’t be reduced in size. I submitted a ticket to Bluebeam but it it didn’t look like they were set up to receive a screen shot. So we will see what they think.
