Moving measurement notations

Why can't I move the measurement notations within the area I just measured? If I try to move them to a blank area where they are more easily read, the outline I drew of the area moves away from the location I just measured. Apparently from training videos, this feature used to be available.

After selecting the area, hold shift and move the measurement caption.

You can also rotate the measurement this way.
