Revu 21.8 MSI prompting to choose an application to open a .bat file

About 4/5ths of the way through the 21.8 MSI installation, a Custom Action named Call_LaunchShellExplorer is trying to open a .bat in such a way that Windows is prompting the user to select which program to use to open it.

For now, we have simply added a transform to prevent that CA from executing.

Has anyone else seen this?
