I am wondering if there is a "reuse mode" for mark-ups like polylines and areas.. A reuse mode like how the dimension length functions after one is completed.

Revu has 2 options that should provide you what you are requesting. The first is the "Reuse Markup Tools" button in the bottom tray:
This keeps the most recently used tool "on" and ready for re-use once the previous markup is completed. Great for when you are placing a series of the same markups.
The second is the "Recents" Tool Chest:
This works well when you are using a series of tools. A blue polylength, a measurement and a text box with the word "VOID" in my screen shot above.

It would be really helpful to be able to add layers AFTER a bluebeam session has been initiated. We use the layers to assign markups to particular users, which then allows them to filter their tasks.
