As simple as this is a pick a point (using snaps) and either enter a value in the orthogonal direction you drag or choose (been using the new multiply command), or jump the markup to a second point you chose (been building custom alignment marks workflow). This would be similar to CAD's move command, this would make things sooo much simpler for many things my department does. Add in the ability to add a snap point to something like a snapshot or grouped markups and bingo!
