Dragging Problem

I had a drawing sent to me. It was perhaps put together buy cut and paste. If I am on any ink and try to move the whole page, I end up moving parts of the drawing. This does not happen on other drawings. Is there a way to stop this?

Here are a few ideas to try @Joe Nasados

1. Flatten your original document. This will make all of the markups/images part of the base PDF file - they will not longer be markups.
2. Lock the original image that you are having trouble moving. Do this by selecting the image, right clicking and choose the "lock" option.
3. Hold down the mouse scroll wheel when you "grab" the page to pan. This locks out the select function while you are panning.
