My expectation is that having the ability to create a legend within a Bluebeam session would be very useful for the project. I hope the Bluebeam R&D team considers including this feature in a future update
I don't use legends, but I'm guessing that they are a material change to the document, similar to layers, status, bookmarks, etc., rather than a markup. That would explain the restriction.
This needs to be allowed. It would be incredibly helpful for me and my team. If not fully available, make it a toggled permission option!
