Currently it appears that the only options for layer ordering are "alphabetical" and the order that they are created. My suggestion would be to add the ability to sort the layers "at will" - similar to the way you can re-order your tools in a tool chest.
When an inordinate amount of flagged pages are accumulated it is inconvenient to use the up/down arrow to navigate the flag field. Please add page up/page down feature.

Currently multiply markup defaults to the overall scale of the page, not the viewport scale. Suggestion would be to have the option to use the viewport scale when using the multiply markup tool.
