What does "Announce" do on this platform?

I see this but I'm not sure what it does, when it would be appropriate to use, and if it even matters. Is it like an @mention tool?

    Hey @Luke Shiras,

    Announcements are posts that are pinned to the top of a category page. It's not a feature non-Staff members can do. We can definitely clean it up so it's not misleading.
