Slip Sheeting - Different Size Pages

We are a municipality that utilizes Bluebeam for permit application plans review. We slip sheet revised drawings into the original drawing package. We are not quite sure how - but sometimes the revised drawing differs in size from the original. The slip sheet function will shrink the revised drawing on the page.

When using the similar Replace Pages function it does not do this. Wondering if this can be corrected so that Slip Sheeting does not shrink the page.
