Bluebeam prompting to save after opening file when no changes have been made
Whenever I open a pdf file, an asterisk (*) appears next to the file name as if a change occurred. But no changes have been made and I do not want to save. Ive tried Settings > General > Reset Hidden Messages, but this doesnt seem to work.
Has anyone come across this before?
Any help is greatly appreciated.

This can happen if Revu encounters a PDF that needed to go through a repair process when opening because there is something wrong with the way the PDF is encoded. If you save the file and reopen it, it should no longer open in the "dirty state." If it is still happening, it might be worth opening a support ticket so that we can have a look at your particular file to see if there is anything else that might be going on.

This might be the reason behind the issue.
When opening new drawings, I often encounter a popup that says: “This document contains 'Untitled' viewpoints…”
If you click Yes, you’ll see a prompt (*) to save the file.
If you previously selected "Do not show this message again," it could be causing this behavior.
Not saying that this is the reason…it is something to be looked at.

I also come across this regularly. I assume it's a setting in the original file. If I receive a file that automatically gains the asterisk that you describe, I first send the document to my desktop, then I open the file, save it, and close it before I do anything else with it (such as load it into a Studio Project). That seems to prevent the asterisk in the future.

I would like to report that Shaya Birnbaum in above post identified the issue correctly.
Clicking on the [reset hidden messages] button in the window under Preferences → General → Options will restore the behaviour described in his post and allow the user to choose whether to remove the viewports (or not).
Removing the viewports causes changes to the file, thus Revu asking the user if he/she wishes to save them each time.
(this fixes the issue in Revu version 21.3)
