Manual Scale for Tool Sets

Add a manual scaling option on the Tool Chest bar that will reduce all scalable features of a tool by that amount. Perhaps go from 50% to 200% like with the hatch pattern scale dropdown option. This scale is relative and should apply to BOTH properties mode and drawing mode.
This will quickly allow a user to scale up or down a stamp or text. Currently the only option is to mess around with the page scale and tool set scale, which often won't work; or manually adjust every last setting in a tool manually.
