Georeferencing a PDF for Google Earth

I would be helpful if we could assign coordinates to a PDF then have software program generate a KMZ to be pulled into google earth. I take substation designs then modify them. If I could insert the modified pdf into google earth so it kept the same scale it would make it easier to generate construction packages.
