Locking Custom Icons for Sharing

Currently when a user sets up custom icons, including setting them to scale, then shares that file with another user (who accesses this from a separate desktop), the icons don't hold their original size and/or scale. This then requires the alternate user to have to manually re-set every icon as they uses them. Is there a way that these can be essentially 'locked' so that all formatting is held during sharing or accessing by other users?
