Attached is a PDF Template in Red, Green & Blue.
Helvetica Font used since all PDF versions support it.

by the way, I just discovered that ALT + 7 also does the bullet point symbol!

Don't forget that you can select multiple counts for this by shift-clicking

One more option, which worked for me in the past. Is try to open the file in in Adobe or another PDF editor, and then save-as a new file name. Then reopen in Bluebeam and see if it clears the issue. This way you might still be able to edit the document normally.
Re: Layers freezing up
Are you the admin for all the layers? Sometimes the layer but not be able to be organized because of the way the pdf is set. Try to save layers in one zip folder.

The filter list above will not let me change any of the information. I haven't touched the layers, this sample drawing is under the Welcome to Revu. The same thing happens for all drawings I open.
