Yes, it's the same document, some users can see the status options while others cannot. The issue appears to be random, affecting different people in different sessions.

Are you still using floating licenses? And if so, are they the same version/level? For example are some users getting Revu CAD and others getting Revu Extreme? Is everyone on the same build? This is all unlikely but I want to exhaust the random possibilities, too.

All good points - intentionally all work on the same version (21.5) and are generally up to date.
Autodesk has trained us well when it comes to this - appreciate the thoughts.

The easiest way is to make sure the statuses are configured, is to make sure they are in the PDF prior to uploading it to a session. Status settings cannot be changed after upload. If the user still cannot set a status, check their license level. Users with Basic cannot create custom statuses, and I believe the "free" users cannot set status.

I have contacted support in the past, but they didn’t have a solution - this issue has been ongoing for years. I opened a new case today to see if anything has changed, so that’s currently in progress. I appreciate the suggestion.
What seems to work is renaming or deleting the "Bluebeam Software" folder located in AppData\Roaming. Credit to Reddit for that one - it does resolve the issue, but it resets everything. I would share the link, but I’m not sure if that’s appropriate here. If you're curious, try searching "I can't edit or change status in my own Bluebeam Session" and look for the post by Administrative_Hat_6.
As for the items you listed in your second paragraph, all the boxes are checked.

Re: Status of 3D PDF Utilization
I often use 3D PDFs when engaging a technical consultant on specific parts of a project. Last time, I had a building expansion joint engineering rep check our details where the addition of an elevator/stair tower joined an existing building. With the plans, sections, and elevations, I included a 3D PDF to give a quick orientation of the massing and design.
Other times, it is a great way to show a prominent design feature to a client via a quick render and isolated model.
These are kind of the virtual replacement of cardboard and hot glue study models.

You should be able to hold CTRL to highlight freeform rather than snapping to text.
